Douglas Flory Douglas Flory

Mr. Flory has been in the agricultural, community, and commercial finance business for over 40 years as an employee, manager, board member, regulator, and advisor. As a result, he has extensive knowledge of credit delivery systems at the retail and wholesale levels.

Prior to becoming an Adjunct Faculty member at Virginia Tech Mr. Flory served as Director of International Affairs at Farm Credit Administration for 11 months.  In August 2002 Doug was appointed, after Senate confirmation, by President George W. Bush as one of the three members of the Farm Credit Administration (FCA) Board. During his service on the board until December 2006 he became involved in the Armenia Project to establish a Farm Credit System in Armenia similar to the U.S. cooperative system.

Mr. Flory also served on the board of the Farm Credit System Insurance Corporation (FCSIC) and was Chairman from December 2002 through December 2006. 

Mr. Flory’s prior financial experience includes 20 years in banking in the Shenandoah Valley of Virginia.  He served as Executive Vice President of Dominion Bank of the Valley.  At the same time he was President and CEO of Dominion Farm Loan Corporation a wholly owned subsidiary of Dominion Bank of the Valley doing business in Virginia and its four contiguous states.

Mr. Flory has an interest in a 400 cow beef cow and broiler operation in Augusta County Virginia.

USDA FAS funded project to establish a Cooperative Farm Credit System in Armenia began in early 2006. In 2007 Mr. Flory spent 190 days in Armenia and will spend approximately 160 days in 2008. Currently he and his wife Avery are living in Yerevan while Mr. Flory completes his work as a USDA monitor to FC in 2008-2010.



Robert Orrick Robert Orrick

Mr. Orrick has more than 29 years of experience with the Farm Credit Administration the safety and soundness regulator for the US Farm Credit System.  He currently serves as the Deputy Director of the International Affairs division.

Throughout his career, Mr. Orrick has been actively involved in the implementation, stewardship or oversight of numerous agency endeavors serving 7 different chairmen and the former governor.  He has held many responsible positions whit the FCA including Chief of the Enforcement Division which including managing FCA’s receiverships,  Chief of a Regional Examination Team, and Executive to  the Chief Operating Officer to name a few. During his time with FCA Mr. Orrick has testified before congress, placed associations in receiverships and where necessary, removed System CEO’s. 

Mr. Orrick played a major role in leading the agency n becoming an arm’s length regulator in the 1980’s. In addition to working with foreign visitors, He is leading a taskforce to redesign FCA’s commissioning program including developing redoing existing risk, credit, operations and financial training curriculum.

Mr. Orrick has been associated with the Farm Credit of Armenia Project since its inception.  He was one of three people sent by the United States Department of Agriculture in January of 2006 to gain an overview and understanding of their existing system of providing credit to Armenian farmers and rural areas and make recommendations for developing sustainable system in Armenia. 

Mr. Orrick has had an important role for Farm Credit Armenia management, staff and board members to have trainings at  U.S. Farm Credit System associations and banks.
